THEREFORE BE IT RESOLVED that BPW Ontario recommends:
1) That the Ministry of Labour develop a multi-disciplinary task force to oversee the process of establishing workplace violence prevention programs;
2) That the Ministry of Labour expand the jurisdiction and scope of the Occupational Health and Safety Act (OHSA) to include safety from emotional and mental aspects or pyschological harm, rather than merely physical harm, including verbal, behavioural tactics that are likely to lead to workplace violence, such as bullying, teasing, or other abusive or agressive behaviour or threats of abuse or retaliation following a report of abuse;
3) That employers with Joint Occupational Health and Safety Committees (employers with 20 or more employees) require violence prevention policies and procedures be put into place, including a violence response plan;
4) That Workplace Violence Prevention Programs must require use of standardized risk assessment tools to use when employees may be victims or perpetrators of domestic and/or workplace violence;
5) That the assessment of risk of violence in the workplace from any source be included (client, domestic partner, co-worker, or superior) and that workers be trained in prevention policies and procedures;
6) That the definition of reasonable precautions under the OHSA must include identifyying the risk to workers from workplace violence, and establish obligations under the Act to protect workers that includes appropriate measures for safe reporting.
FURTHER BE IT RESOLVED that BPW Ontario strongly urges the Government of Ontario to require that a multi-disciplinary team be established to develop a violence prevention program and that it is included under the mandate of the OHSA.
